Will GRACE's Céline be banned from future music stage performances?

Trouble has been rising allkpop fans! Remember GRACE; the young girl group that debuted with "MY MY" on M! Countdown a few hours ago? Well government officials aren't happy when the maknae of the group, Céline performed on stage tonight on the M! Countdown. They consider Céline to young to perform on stage as she is only 11(and government officials announced that idols have to be at least 13 to debut and perform onstage). Government officials also warned M! Countdown not to let GRACE debut with Céline(meaning only 6 of the members could perform onstage).
The same problem occurred when another girl group; GP Basic who debuted in 2010. Their maknae Janey who was also very young at the time was banned from performances on music shows like M! Countdown because of her young age. Janey and Céline are very young to debut some would agree. Janey had to wait to turn 13 in order to perform on music stages; but Céline is only 11 currently . Should government officials keep Céline away from the music stage for a year and one month(as she will turn 13 then)?
Government officials stated only this to the public; "We warned Pledis Entertainment's CEO and all the officials working there countless times about NOT debuting Céline with the group as they could just debut with six members OR wait till this girl is of age to perform. As of now M! Countdown officials are also under surveillance with Pledis Entertaiment CEO, Han Sungsoo because they let the group perform with this young girl without permission and even so we told them not to let her perform. This action from Pledis Enterteinment and M! Countdown will go to the court room as soon as possible."
No other words were said after that about what will happen to Céline's music career and also GRACE's future appearances.
Some are arguing that this isn't the same exact situation as GP Basic who debuted with a song that had some meaning to the lyrics that was not appropriate for some younger viewers. GRACE's song as stated from some is a "Sweet melody" and "Nothings wrong with the lyrics" and also some stating even the music is "Bright and bubbly to begin with". Others are saying that "The maknae is too young even if the music is not related to GP Basic." and some saying "Age matters!"
Do you think this is fair as this happened not once but twice in K-POP history? To hold off a idol who has a dream to sing and dance on stage but to some people think are too young to perform? Is Céline going to be banned from future music stage performances until she is 13 years of age like GP Basic's Janey? What do you people think of the government officials decision and how it could affect not only GRACE but Pledis Entertainment and future performances for other idol groups on M! Countdown?
