the amount of characters is up to you, and this would work well as an applyfic because a lot of things about the plot are flexible. you can create various plot lines,  and the number of relationship possibilities are endless. all of the characters should have dark backgrounds are hard lives, that make them channel bad behavior as an outlet. 

you should only take up this fic if you're alright with underaged drinking/smoking, violence, and maybe drug use.
