Prof Yonghwa:"evacuate the people in seoul and Busan to daejeon and gwangju immideately, before the cold weather and the earthquake will happen" 

Mr. Prime Minister:"Are you out of your mind?? to move 9 milion people of seoul and 3,4 milion of busan in just one days is impossible"

Prof Yonghwa:"I'm sorry Mr. Prime Minister, but that's only the way to save our citizen. If they still insist to stay in the house, the cold and the earthquake will kill them"
