Here's how to make edits inside cricle.

1. Open a new canvas and your picture. Drag your picture into your newly made canvas. 

2. On your PS tool, go to rectangular marquee tool. (ctrl + M) and select the elliptical marquee tool.  

2.1 Make a selection on your image. 

2.2 Right click it and choose SELECT INVERSE and press DEL and you're done! :)
