1 Open a new canvas.

File >> New >> Adjust the size of your canvas based on your preference. (Optional: you can change your canvas background color) 

2. Using the Text Tool, put a text your canvas. 

3. Duplicate your text layer. Make sure your duplicated layer is under your first text layer. 

4. Still, on the duplicated layer. Go to Filter >> Blur >> Motion Blur

This window will pop out, click OK

5. Change the distance to 144 pixel.

6. You're done! Here's the output:
