When creating a story, do we create the characters first, or the plot first?

I'd say the plot first.

• because how the plot goes depends on how the characters react
• so they'll have those decisions that determine their personality
• and you can just elaborate from there
• add details into your character, a nice depth
• its easier

​if you choose to do the character first IN MY OPINION

• its harder
• the characters might not suit the plot
• they are not likely to make the decisions they have to make thus changes will have to be made
• the characters will be very real, but the plot is.......dying

​but of course, whatever floats your boat and whatever you find comfortable you shall use =]
