Paste a picture on your canvas.

Duplicate the image, press the below layer, go to Colors > Colorize > drag the Hue and Saturation to the right. All the way to the right then click ok.

Do the same thing to top layer but this time only drag the saturation all the way to the right.

Click on the top layer > opacity 50.0 > then move the top layer a little to the left or right. So this is what I got!
