"Transporter?" Joonmyun questioned as he looked at her picture, she looked like his age maybe a little younger. 'How could an five/six year old be wanted by the government?' He thought. He looked over the picture once more, her soft features are what captivated him, but what alerted him was the sad look in her eyes. Like she wouldn't mind if she died there and then. He noticed other files under her own, they like her had photos, but instead of names, code words. He looked at her file a little more, it stated she was missing, and that she needed to be found ASAP. 

"Joonmyun, what have I told you about being in this room?" His father's booming voice scared him. 

"I'm sorry, I couldn't help myself," he admitted. 

"When you turn twenty, and work for the agency you could come in here. Until then, don't bother," his father's voice was sharp, he was sure this was the first and last warning he would give him. 

People are out there, people who are different from others. 

The goverment knows this of course, they take advantage of those who do. 

Some are overworked by the government to the point of death, while others run away.

They are wanted.
