Is 400 words too short for the first chapter?

Small question...

Is giving a 400 word chapter too short?

Initially ai was planning on just doing one scene for chapter one, but seeing as it seems short, I just wanted to know...

if it were you, would you be unsatisfied with a chapter if it's that short?

The chapter is honestly more of a filler or prologue or something than anything else...

I think it should be a prologue. From what I've noticed so far, each chapter should be more than 1K words for the readers to be hooked.

400 is sort of like a cute little drabble in my head. I definitely think it's too short as a chapter.
But it wouldn't be if it was presented as a prologue. So if you present as a prologue then I feel like you're cool. As a first chapter, you should reach 1000. ;;;

Definitely, a chapter should normally range from 1000(Min) to 5000(Or so, you can extend). 1000 is already pretty short but it really depends on the writer.
