In the year 2000, a new government system, called the Union, was implemented in order to produce prestigious young adults who can enter the world and create the ideal society. Dubbed as Primes, they carry another burden along with their crushing education; find Rogues and bring them back into the Union.

Rogues are individuals who ran away at the dawn of the millennium to escape allegiance and authority. Defiance is in their nature.

One Prime is sent to go after The Armored Seven, a group of boys notorious for vandalism, mischief, and bravado towards the Union.

V can't return until The Armored Seven are subdued.
