Being a cupid was an uneasy task. A cupid should help human to get the match they supposed to be with in their life. A cupid couldn't and shouldn't use the love arrows just for fun. Otherwise, it means, love arrows weren't something you can play with. The love arrows works everytime the arrows were shot by the cupid to the human and that human would fall for the first one they met.

Not just humans who were bounds by the rules, but the cupids also bounds by rules. The rules were :
First, you can't fall in love.
Second, don't ever get the love arrows to the wrong target.
Third and the last one, NEVER break the rules or you'd get punished.
