In the beginning, two sides of Korea were at war for survival, for power. Twenty-seven brave and loyal men had volunteered to take on the nation's duty and cross over to North Korean territory to undergo a secret mission that would benefit South korea greatly.

"I will protect all twenty seven of you so that you make it back safely. A man's promise to all of you." said the president to the men.

Five officials from South korea (which included the president) agreed to protect and support the mission. However, once sending the men out, four of the men realized that the mission would only cause a bloody and unwanted war. They had to get rid of the mission. The president was against the whole thing but majority had won over. So the men were all killed at sea, completely betrayed and ripped apart. The war was still brewing on but the mission had been successfully disconnected. Little did they know that one of the men had survived. 

The only survivor, blind with hatred and frusteration vowed revenge on all five of them. Vowed that he would never forgive them.

That's when City Hunter was born.
