What do people use to sub videos that makes it possible to put an outline around the text so the words don't camouflage into the video?

I tried Windows Movie Maker, but I can't find a way to put a proper outline. I tried Sony Vegas, but I coudn't quite work it out.

I can think of a few other ways of doing it, but they seem so tedious, so I came here to ask if there was an easier way.
