Powers » Electrical Manipulation. Instead of secondary powers, his ability evolves in direct relation to the power source-

1. An enhanced understanding of electronics and electronic fields. - what made him so good at his job.

2. Direct manipulation of those electronics via the electricity within. - what made him formidable since he could make things overload or even move. Computer conrolled guns? Oh he'll put those out of commission.

3. The ability to conduct electricity, and even store it in his body (like a human battery). - he no longer needs immediate electric currents, making him much more versatile.

4. Direct control of any stored electricity within him as a more direct form. - BOOM.

The first two really require Xin to use finesse and creativity. They're very practical powers, and need to be utilized as such. Just because he can short circuit a computer doesn't mean he should. It would be better to figure out how doing so would be a benefit, and if not, how can he reroute the power to make it useful.

Number three is where things become more interesting, as he is now in direct contact. Expending the electricty he's stored can cause him to feel unwell, and doing so too quickly will make him pass out. His body is able to withstand the power, but it doesn't mean he can exert himself beyond normal human means.

For four, if Xin is fully charged, and in a dangerous mindset, he can be devestating. But, the cost is much like in number three. He has to be increadibly mindful of his reserves, and going all out will deplete him to the point of near death if he doesn't gauge it well. And it's a finite source of power. After he is done expending, he needs to recharge just a little to keep himelf from passing out. If Xin ever, EVER went all out in this, he could do some scary damage. But the cost could actually be his life.
