District 1

Description: District 1's industry is making luxury items for the Capitol. Due to the nature of its industry, it's considered to be the wealthiest district, the only other wealthier area being the Capitol itself.
Character Requirements: 
- Female ONLY
- Must be 17 or 18 years old
- Shows confidence in front of other people
- Is a Career
- Volunteered in some ones place
- Started training around 9 or 10 years of age

District 2

Description: District 2's industry is masonry, but also manufactures weaponry, makes trains, and supplies Peacekeepers. Citizens of District 2 are sometimes called "the pets" of the Capitol. They are the biggest supporters of the Capitol and therefore are pampered and given many extra conveniences.
Character Requirements: 
- Male ONLY
- Must be 17 or 18 years old
- Shows confidence in front of other people
- Is a Career
- Volunteered in some ones place
- Started training around 9 or 10 years of age
- The muscles of the Career pack

District 3:

Description: District 3's primary industry is general electronics of many types, though it is known for also making various mechanical products such as automobiles and firearms. Their tributes are skilled with electronics. 
Character Requirements:
- Male ONLY
- Good with technology
- Mostly on the quiet side, but is clever
- Other things are in description of District 3
 

District 4

Description: District 4's industry is fishing, thus most residents have experience using nets and tridents, making fishhooks from scratch, swimming, and identifying edible sea life.​
Character Requirements:
- Female ONLY
- Good with water
- Very outspoken and is not afraid to talk back
- Not a Career

District 5

Description: District 5's industry is power.
Character Requirements:
- Female ONLY
- Knows how to work with electricity 
- One of the smartest of all the tributes
- Quiet and reserved
- Works in a power plant factory in order to get money for family

District 6

Description: District 6's industry is transportation. ​
Character Requriements:
- Male ONLY
- Is one of many people in District 6 to suffer from the oppression 
- Due to the oppression he is mute most of the time, only speaking a few words
- Best with camouflage
- Doesn't like or want to kill

District 7

Description: District 7's industry is lumber and many of its residents have experience with hatchets, axes, saws, and other tree cutting tools.​
Character Requirements: 
- Female ONLY
- Hot-Headed and doesn't listen to well
- Worked at a young age and has scars all over body
- Other things in description of District 7

District 8

Description: District 8's industry is the production of textiles, and they have at least one factory that is primarily used for making Peacekeeper uniforms.
Character Requirements:
- Male ONLY
- Worked at a young age(Scars to prove it)
- Knows how to use needle and thread to make things like nets and packs
- District 8 is one of the most that suffered throughout years(Make history interesting)

District 9

Description: District 9's industry is grain. Little is known about this district, just that there are lots of farmland for grain.
Character Requirements:
- Female ONLY
- Is a orphan, and was one since 5 years of age
- Good with hands on things
- Bad with weapons 

District 10

Description: District 10's industry is livestock. Not much is known about this district, but some known information is that its marriage rituals are similar to that of District 4's.
Character Requirements:
- Male ONLY
- Loves dogs(Could be his weakness in the games?)
- Is in one of the poorest parts of District 10
- Darker skin then the other tributes

District 11

Description: District 11's industry is agriculture - orchards and fields of grain and cotton surround the district. Almost everything grown is shipped directly to the Capitol. 
Character Requirements:
- Female ONLY
​- Puts tesserare more then others every year
- Has more siblings then what other families can afford to feed
- Must be 15 or 16 years of age

District 12

Description: District 12's industry is coal. The district has the distinction of being one of the poorest districts. 
Character Requirements:
- Male ONLY
- Second oldest in family(Lost older brother somehow)
- Very strong
- Looks cute but shows the other tributes otherwise
- (If character is 18, ignore is) Wants to work in mines ASAP to get money
