Adaptation

I came across a fic a few days ago and it’s been bugging me ever since. I skipped past the foreword page because it had too many graphics and weird spacing and . I started reading it and it felt . . . familiar. The longer I read, the more familiar it felt. I recognized terms when I saw them that should have been foreign to me as a new reader. I skimmed through the first few chapters and finally figured out--I HAD read this story before. It’s an actual ing book that I read and enjoyed.
So I skip back to the foreward page and right there she says it’s an ‘addaptation’ of another writer's PUBLISHED story. ……. but…….how do you do that? Can you do that?
I have issues with this writer(and I cringe at calling her that) for several reasons.
1- Fanfiction straddles the line as it is. It’s one thing to write an original--and I stress the word ORIGINAL--story and use popular and well known people as characters.
