Politicians run the country, the underworld of crime runs the streets and the wealthy owns everything. However even with power and wealth, the country’s rulers do not want to stain their money grubby hands and enlist others to do their dirty work. In South Korea, multiple groups can be hired to work outside the limits of crime and order. They can be considered to be criminals or vigilantes, but they are just people that want to escape social bounds. More appropriate term for them would be mercenaries that help keep the country functional or to be utilized to prevent unnecessary wars.
