Well, maybe the Queen of England decided that Prince Charles was a retard and didn't deserved to be the King of England so she saw an attractive half-Korean, half-Japanese boy who looked like Ki Kwang and made him the heir to the throne.
The Queen dies and Kyohei (Ki Kwang lookalike) becomes the King.
