Shin Moonhee, the daughter of Goryeo Ciry's mayor, has always lived in peace and comfort. Brought up in a sheltered home with all the opportunities a young girl could ever ask for, she had never even seen a crime committed. But when her father declares war on the most notorious crime syndicate in the region, Moonhee suddenly finds herself with a target painted on her back. In an effort to keep her safe, her father hires guards to protect her. Moonhee soon finds herself enveloped in a story much bigger and older than herself, in which she is nothing more than an fly lying helplessly on a spiderweb, waiting to be devoured.

What is Goryeo City?

In the past, Goryeo City had always been an urban cesspool, more renowned for their crime syndicates than for their police power. Locals referred to it as "our very own Gotham City, without the Batman and without the heroics". It was listed as one of the "10 worst cities to live in" in a national magazine. Unemployment ran rampant enough that there were more (lawfully) unemployed than employed. That all changed when Shin Kiyoung, a former lawyer who had made it big a few years past, was elected mayor. Within a year, he turned the city on its head. He cut crime; created job opportunities; instated welfare policies and shoveled money into public resources. He constructed new office buildings, new apartments, and breathed life into the moribund city.

There was one problem still remaining: the crime syndicates. Many relocated. Some did not, and those were the ones Shin Kiyoung turned his attention.
