People who wander through the city park have seen the young man who idly waits with his balloon stand. The wondrous bouquet of air-filled delights sway in the breeze. He seems to always be there, always handing out the gifts to little children and talking adamantly with the parents. He is an enigma- showing up one day with no clue to his history. All the people know is that if you wish upon one of Harvey's balloons, your wish will come true by the next morning.
