Elaborate plan designed by our very own Director of S.H.I.E.L.D. As HYDRA's activities seem to surface in various locations in the recent time, we have come to an unanimous decision that the system is in dire need of a team of agents capable of destroying paramilitary terrorist organizations.
Team will consist of ten, whom are experts in various areas and have suit-enhanced, if not supernatural, skills that distinct them from the average human being.
