actually, i've kept my PS on my computer for so long.. and now, i try to use it..

but, i'm really confuse.. i try to search all google for PS basic.. erm, but i fail.. i still cant understand..

i want to resize the photo on layer.. but, i cant!!... ARGH.. if anyone know, and can help me.. please2 help me..
