i know this is late but you should definitely tell him (:
you never want to regret not doing something
im cheering for you so have faith alright?
i think you should tell him personally.
guys are more flattered this way and it gives them the inpression that youre serious.
just telling him that you like him makes the guy more aware of you.
so even if he tells you he has to think about it, the guy ultimately will be more cautious of you now and be looking at you more.
