Roh is a Class A bonafide goofball. He's the guy always smiling and making teasing remarks to lighten the mood of any situation. He's the comic relief, someone to look to when tension needs to be broken or a distraction from reality is in order. He's got a quick tongue and he's not afraid to unleash it on anyone and everyone, regardless of who they are or how well he actually knows them. Joking and mildly sarcastic are his default settings, with the occasional enocouraging mockery thrown in. Roh doesn't joke around with the intention of making fun of others, but rather to keep things light. Light and far away from any scrutiny.
BACKGROUND —
Roh's life has been entirely uneventful. He was born the third son and the fith overall in a family that ended up at seven total. He's the youngest son of the bunch and as such was picked on by his older brothers, as borhters are apparently supposed to do. Roh rolled with the punches, and as he aged he learned to give some back, but the playful jabs hurt the sensitive young Roh more than his family realized. Being from such a large family it was only natural that some of them were less skilled in waterbending than others, and Roh drew the short straw when it came to that. He struggled to pick up waterbending, and even at twenty-two he still hasn't fully mastered the art despite both of his younger sisters having done so. Though his family is very close-knit and no one ever purposefully tried to make Roh feel bad about his abilities, he still developed insecurities from simply watching the others more easily pick up things that went straight over his head.
News of the war was extremely rare in the swamp - ever since Huu had reached enlightenment and begun bending the plants to defend them very little of the outside world dared to enter the swamp. And so Roh grew up without much knowledge of anything beyond his home. He was curious, but not enough to venture past the edge of the vines. He did go to the edge of the swamp quite often though, especially as he aged and his anxiety and insecurities became more defined. It was during one of his meditation sessions at the edge of the swamp that he first properly met the man who was protecting them. Though Huu was a member of the tribe, their entire society was rather spread out so unless someone was a personal friend you could go your whole life without meeting a member of the tribe. Huu commented that he might be able to plant bend with patience like his, but Roh laughed it off. The comment stayed with him though, and he often pondered possibly trying hid hand at the new art while he was mediating. He never did though. After all, he could barely waterbend - how on earth could he do something even harder?
tl;dr - Born in the swamp, has lived there his entire life. His life has been super boring except he's the least naturally skilled bender in his family which is where his insecurities came from, meditates to keep his emotions in check as much as he can.
SKILLS —
We have our own way of working with the water: Traditional waterbending is fluid and flexible. Not swampbending. Roh's learned style is stiff and unyeilding, a constant fight between himself and the element he wants to control. He's not a waterbending master by any means, but he's decent enough to be able to pilot the boats short distances, and can do some hand-to-water combat but it's not very refined.
Fake it 'til you make it: Because of his low bending skills, Roh instead tends to fall back on his wit. He'll happily debate someone into a hole to prevent starting a physical fight that he won't win, talking circles for hours until his opponent gives up and goes home. Of course, if someone really wants to fight this is completely useless and he'll take off running. Roh is not a fighter.
Give a little life: On the day (or a day before) he leaves the swamp, Roh gives in to his curiosity and tries to plant bend. At first he gets nothing, but when he's on the verge of throwing in the towl because how stupid was he to beleive he could do this the plant moves. Not much, but it does. His plant bending is of course extremely basic, but he practices during the journey and is surprised to find himself better and this sort of bending than the stiff Foggy Swamp style he's learned his whole life.
— Meditating. It helps him center himself and calm his emtions somewhat. If things are really out of control he still panics, but he can use meditation to relax himself afterwards.
— Stargazing. The canopy is too think to see much of the sky in the swamp, so he's absolutely facsinated by the stars when he first sees them.
— Music. Thre isn't much of it in the swamp, but he knows a few songs and likes to hum to himself if there's no one to talk to
— Company. Roh needs a main character to be a supporting role to, and so he does his best to surround himself with lots and lots of people who could fill that role.
— Mammals. Being surrounded by birds, amphibians, and reptiles growing up he adores how fluffy mammals are.
— Waterbending. It seems counterintuitive to most, but because he's never been very good at it, each time he practices it reminds him that he's inferior to others.
— Screeching birds. He jumps every single time he hears one - that shrieking is not something you get used to stop laughing Ku
— Shoes. Oh god his feet feel like thier sufocating how do people live like this?
— Expectations. Do not expect him to do anything beyond a supporting role or he will have a freak out and refuse until someone else is given the task. He's not a hero.
— Open spaces. The swamp is outdoors, but with how close the trees are he's used to feeling somewhat protected. Being out in the open with nothing to hide behind makes him twitchy.
— He medidates as much as he can while travelling, but he doesn't find as much time as he used to, which definitely doesn't help his anxiety levels

Of his six siblings Roh is easily closest to the second youngest Ku. Perhaps because they're close in age, but growing up Ku and Roh did almost everything together. They share a similar humor as well and can verbally bounce off of one another for hours on end - and they do. While Ku is a much better bender than Roh is, because they've always been close he doesn't feel as cowed by her skills as he does with the rest of his family. She's an absolute force and he's happy to play the sidekick to her main character. Ku would likely be the most upset about him leaving the swamp.

They've spoken a grand total of once, but that one interaction has affected Roh greatly. Huu is the first person to tell him he'd be capable of something great but difficult with no sense of pity or gentle encouragment. It was simply a stated fact, and his frankness stays in Roh's mind even months after the encounter and is what drives him to ultimately look for more in his life.
Roh's development begins when he first tries plant bending, and continues when he decides to go along on the crazy quest to stop the Fire Lord. He's still a joker and he still doesn't open up with his feelings, but there's a crack that can be worked at with personal success and genuine friendship. Roh will find that everyone can do something, even him.
A man lives on the 18th floor of a building. Every morning at 9AM he rides the elevator down to the first floor and goes to work. he returns each evening at 5PM. If it is raining, or someone else is in the elevator with him, he rides straight to the 18th floor. However if it is nice and he is alone he rides only to the 10th floor and takes the stairs the rest of the way.
