Things you can do:
1. Put your university's name out there in various education related newsletters, increase its familiarity,

2. Arrange for public lectures with target market ie. students and parents who want their children to go to an university. Put forward the facilities your university can provide, sponsor events, offers, scholarships, campus benefits (What makes ur university different) arrange for festivals, friendly matches, campus tours

3. Develop media interviews and E buzz- get experts to comment on your university. choose a proper media outlet where relevant customers and complimentary services are present. Social media promotion

4. students- own students can be representatives and increase public knowledge about your university by showcasing positive outlook. stickers, badges, pens encasing the name is a common form of advertisement

bottomline, reach out to ur target using friendly ways. being repetitive will put off people. use friendly emails, update websites, forums where students write their experience on campus so others can decide from the opinions to join or not. bridge gaps that lacks communication.
