Quality of a graphic/poster

Can someone tell me how to make the quality of a picture or poster or whatever, better? I use photoshop

you should find SUPER GOOD HQ pictures from google images c: don't use selcas since theyre bad quality/instagram images.
you could also use image sharpen c:?

The best way I can think of is finding the largest size of that picture. Sorry if that's not helpful. :/

It's really hard/impossible to improve the quality of a picture which is why you should be really careful about picture selection. You could try sharpening the image or gaussian blurring it to hide the bad quality but both of these only work to a certain extent.
