thinking is easy but spiting it out on paper is hard, starting is always the hardest, once you start everything else flows out

Set some goals, find some time, have a schedule, tell people to punish you if you don't keep to the schedule, be in a writing group, watch a pep talk on writing online, keep a journal, read, etc.
