Story description (kind of-ish, sorry it's very all over the place and vague!)

The story is a Xiumin AU (plus OC) and it takes place in a post-apocalyptic city that is frozen over. The government wants to keep everything the way it is: frozen, clean, and perfect (at least on the outside). Why is the world frozen over? Fire is essentially what lead to the demise of earth's earlier civilization. The people were at fault for destroying natural resources, but many managed to survive and rebuild in their new environments. 
One of the many restrictions within the city of glacier is that no one is to go near the glacier ruins (basically where all of the places/people of the past are forever frozen). Also, interesting phenomena: these glacier ruins "bleed" at certain times).

The groups in conflict are those who want to keep everything the way it is (for fear of another apocalypse) and those who want change. Who are the ones who seek change? The Fleur de Feu (fire flower). One thing they enjoy doing is sneaking into the glacier ruins and uncovering remnants of their past (and getting chased by the cadets for trespassing). 
Who are the cadets? Keepers of the "peace". The government's soldiers. Xiumin is a cadet, yep. OC is a fire flower. 
Those who want things to remain the same are very wary of fire and therefore keep it under tight control. 

This is an original idea and any minute similarities to other works are purely coincidental.  Please don't attempt to plagiarize this before I've even written it.  :D
