Do you create an outline before writing a story? Or do you wing it?

I usually do B, the only 2 time i did actually manage to end a story though was when i did A. So go with A, but if meanwhile new ideas came to ur mind, welcome them. dont have to stick to the outline, it's ur story, make sure u enjoy writing it.
