He used to love his power.  Specifically, he used to love his element.  He could remember her bright smile whenever they would dance in the rain or her crude language when he would playfully drench her.  She complimented him perfectly and he could only thank whatever god existed for matching him with her.  But when secrets came to light and she was exiled from the city, he forced himself to stay put, for disobeying the rules harmed more people than it helped.  Society always had a way of obstructing his path, yet he still followed the rules, trusting that doing so would lead him to her.
