Foreword
A district-wide announcement brought to you by the Capitol.
“And now, the time has finally come. It is the 25th Hunger Games. And to commemorate these Games as the first Quarter Quell in history, we will now present the special change,” the President says, satisfaction within his tone. His silkily gloved hands paw through the yellowed cards until the appropriate one is selected. He coughs. “This year, each district will have a vote to determine their tributes. There will be no volunteers necessary this year as we will collate the results and announce the lucky tributes on Reaping Day. May the odds be ever in your favour.”
The video ends in abrupt static. Panic ensues almost immediately.

Let the Games Begin.
A/N: I'm just in love with the Hunger Games (and so are a million other people), so I wanted to write a fic about it ^^ This is the first Quarter Quell ever and in the actual Hunger Games books this Quarter Quell was decided by voting but other than that everything else is unknown. So I thought I'd just let my imagination run free and see where it takes me and this story OTL. I'm going to try and write up the background stories for all of the characters so there can be a feel for who they are and why they were chosen and I'm sticking very firmly to their districts' specialties in terms of their fighting ability, e.g. if they were from district three majority of their abilities would be technologically based and so on.
Also; CREDIT TO SUZANNE COLLINS FOR MAKING SUCH AN AMAZING TRILOGY. THIS IS A PURE WORK OF WORSHIP FOR THE GODDESS OF AN AUTHOR WHO CREATED THE BOOKS.
