This seems like a matter of communication and transportation. Can your brother take a bus and get off near your house? If your dad is unhappy then try to get both to look at the problem through each other's perspectives. Are these arguments only about transporting your brother or do they have deeper meanings? In general just have them get to understand one another in a calm, controlled way.
