Probability of being born into Seoul might be greatest if you're just comparing city to city, but even then it's not going to be a majority of babies born in Seoul each year. Even if you look at INFINITE, there's only one who was born in Seoul. It's like saying most people in the US are born in New York because it's our largest city.
