It depends on what type of personality you intend on giving them. If their personality is going to be more of an innocent, bubbly character then I'd vote for Kim Seuk Hye, but if your ulzzang is going to be more independent and tough then I'd say Park Soo Yeon.
Personality development aside, based on these two pictures I prefer Kim Seuk Hye x3
