If they all actually have a purpose and it won't get messy with you trying to include everyone in every scene and have them all join in the conversation and make it very.... I don't know, just overall messy and unrelated. If they aren't pushed to my face all at the same time and I won't feel attacked by so many people during one small scene, then it's good. So, it depends more on the execution, really.
