It depends. I think a chapter should end with some sort of event being resolved or with a cliffhanger. It doesn't matter how many words you have in the chapter. The number of words in each chapter doesn't have to be consistent.
Now, I'm going to contradict myself here. Although I just said the word count didn't matter at all, most books I've read had under 100k words in total, so 10k per chapter is a bit too much I think. Unless you want to be L. Tolstoy, of course.
Depends on how often the story is updated. If it's not very often, I don't mind 6K-10K words, but if it's updated at least once a week I don't mind around 2K-3K either. Less than that tends to get a bit boring though, in my opinion. :)
