She committed a crime that was unforgivable in his book.

 She knew she deserved it, She wanted him to hate her, to hurt her. But he never did anything drastic, so she punished herself in her own way.

Now, whenever he sees her, he's frustrated and angry because he can't bring himself to give her the punishment she deserves.
