Special territories known as vampire sanctuaries were set all over the world where the Pact held no power over it.
There were only seven sanctuaries left by the year of 2015.

For centuries, the vampires and humans had been waging wars.  Perished lives reflected the violent bloodshed throughout both sides.  Before the world could turn into a demolished necropolis, they decided to end the warfare and created a pact to bring peace.  Time passed since the Pact took its role.  Peace was just a thin piece of glass and truce became a narrow rope to walk on for both species as mutual feeling of hatred grew.  There was not much to remember how it started; all was too late when Earth drowned in blood and despair once again.
However, that dark period has been long-forgotten after the second war ended and the Pact being adjusted and reinforced under the supervision of the Inheritors, the Counsel, and the League.
