This is the 76th Hunger Games - two notches more brutal than the Quarter Quell.

After the second rebellion, the Districts have triumphed. The Capitol, now in shatters after the death of President Snow, surrenders to the Districts. The surviving victors of the Hunger Games and district leaders vote and after much negotiation, a suitable punishment is determined. There will be another Hunger Games with all tributes coming from the Capitol.

For the 76th annual Hunger Games, as a reminder to the citizens of the Capitol for the 75 years the Districts have suffered under its cruel dictatorship and brutality, the male and female tributes will be reaped from those who have profitted from the suffering of other people. For every year the Capitol subjected the Districts to malnutrition, disease, torture, oppression, and injustice, there will be a Capitol tribute. 

In total, 75 tributes regardless of age, gender, and background, will enter the Hunger Games. Only one will leave unharmed.
