Capricious - Impulsive and unpredictable; determined by chance, impulse or whim. Lachrymose - tearful, sorrowful, sad, pertaining to tears, weeping, causing tears or crying.     The name of the story describes presumably someone who easily brings tears to other people by it's impulsive actions made out on a whim. It kind of describes someone who is undecided in taking some actions which brings other(s) to tears.
