In a forest just outside Seoul exists a special governing body whose sole purpose is to control which of our domesticated pets are allowed to become human. They are called 'The Council of Anulasia'. 

Here lives a diva in a feline body- Key. Unlike the majority of Anulasia's population, Key has no interest whatsover in becoming human. He works as the keeper of the orbs- these are the orbs which must be consumed in order to be human. Key finds his job utterly amusing, he spends everyday either listening to 'stories of unrequited love between man's best friend' or handing out punishments to those who became human with the consent of the Council.

One day, Key's life was turned upside down- a new resident of Anulasia (a puppy who happened to be Key's best friend)- stole an orb, consumed it and became human. The Council was outraged, they solely blamed Key for what had happened. There was one more human in the world than there should be -the balance was now destroyed. The Council decided Key should be punished, it was decided that Key would be transformed into a human and may only return to his feline body after safely securing the now human puppy.
