Invented as a military weapon, D25 had been meant to turn a targeted enemy on itself, resulting in whole armies to become insane and destroy themselves. However, it had been determined to be too 'uncontrollable' to ever be used. Unfortunately, now in the open, D25 had spread like wildfire among nations. This resulted in chaos...

For almost five years, the human population was on the brink of total annihilation. Attempts at defeating D25 just led to failures and multiple strains that were even more deadlier. Finally, several supernatural races banded together under the guise of The Watch, and began to create a solution to the problem. Eventually they came up with the Project 50, a joint effort which synthesized a vaccine against D25.  Unfortunately, even the vaccine had a 25% fail rate, causing people to constantly wonder not only about their own sanity, but the sanity of those around them.  The vaccine's fail rate was later lowered, but there are still those who become infected despite vaccination. 

Life after the incident of D25 has been very different than life before. Not only is humanity having to deal with the trauma they went through to survive, but the infected "Insane" still roam the land, attacking people for no obvious reason, some of them sentient enough to concoct and execute plans of magnificent evil, others no better than cannibalistic zombies. Add to this the now often overt Supernaturals, many of which feel they are owed a debt of gratitude for saving humanity, and others of which have set themselves up as objects of worship or protectors.  

Suddenly, in July of 2018, the City of Roses and a surrounding forest appeared out of nowhere off the coast of Oregon, anchored on a rocky island previously inhabited only by a few birds and sea-lions. The walled and magically protected city, under the auspices of a mysterious benefactor known as Mr. Mooreopened its gates to refugees soon after. Their laws are known by all, but not always strictly enforced.
