Strengths
Since she is in District 3, IU has access to computers making her into a great hacker. A pro in trying to find information in locked up security walls. She took up these skills when her curiosity had finally took over her. IU could get into restricted areas but she didn't know how to read the information until she entered the Hunger Games. Some people had taught her to read some simple words and write simple sentences but her knowledge is still far form being fluent. She may hack into computers but she wouldn't usually use that skill
IU has sharp eyes letting her see far and notice things quickly. One movement could cause her to look around and scan her surroundings Her mind can process her surroundings less than a millisecond and while her eyes are analyzing, she would remember little things like a small twig or a certain rock. All of this is useful since this could help her track her prey or spot danger before it comes right at her.
She is a quiet girl and her movements reflect that. IU could cross through crumbling leaves without making a sound. Her feet are light making her swift and quick. Since she is small IU could slip into small openings and this is a huge advantage since taller and more built people won't be able to get her so easily.
Far range is her advantage in the games. With sharp ears and good eye sight, IU could lock onto a target, moving or by surprise, and hit their mark. Of course she would miss but she would never keep going. Throwing knives is one of her best weapons and metal spiky chains is her number one weapon she would love to use since you could grab your target while injuring them with the knives.
Weaknesses
She's ignorant . 

Because of being ignorant she is a very gullible person believing almost everything she hears no matter it's bad or good. She would always try to find the good in someone else making her oblivious with the truth in front of her. This could cause her to have second thoughts on others and changing her perspective on the situation at hand. She has a hard time telling what might be the truth or a lie. She's uneducated in many things making her unknowledgeable in simple things.
She can also be way to curious, not knowing her boundaries she would go through other people's personal space either by looking into their stuff or just simply get way to close into their face. Because of this curiosity, she would sometimes, without thought, enter a place she is not suppose to be or ask personal questions that might make other uncomfortable or even angry.
Since IU is skilled in far range combat, anything to do with close range can mean trouble for her. She is physically weak making hand to hand combat difficult since every punch she lands on her enemy wouldn't affect them so much. She may know some moves here and there, it wouldn't be enough for her to defend her self. She can also get bruises easily when she has to fight with her hands.

Personality, Background


Personality
Before Game 1During the first games IU acted like a little child. Her looks can be compared to a child because of her innocent face, kind eyes, and soft little smiles. You could say she had a baby face with puffy cheeks that anyone was so fond of pinching. Besides looking like a kid, IU acts like one too always seeing the bright side of everything around her not wanting to hurt a fly. These things are what make IU, IU. She saw life as some kind of adventure, a new experience in life. She would always have a smile on her face and her eyes were always filled with some type of hope of world peace.
Even though IU may seem immature, she knows things way beyond her years. Maybe not in the knowledge type of way (example like reading and writing) but more of the function of human nature. She would appear weak, helpless, and hopeless to everyone since she never learned how to write or read. IU always thought she was stupid and would act like it to everyone else. She had gone to school but still she had learned nothing from it.
She wouldn’t speak a single word to anyone, only on rare occasions, and to people she knew she could trust, but she would communicate with a simple nod her head, a wide smile, or use hand signals to. She isn’t the type of girl to be cold to others and would always approaches not wanting to make a single enemy. IU hoped to get along with someone to be friends with. She hated not being able to get along with others so she always tries to know them and start some kind of conversation.
During Game 1
After game one was over IU's personality suddenly changed. Yes, she had found love and he always made IU felt happier and just plain cheerful. But this was her first time ever being in a fight, making someone, she had talked to in the training center, bleed onto the ground. She couldn’t believe that she, innocent IU, had hurt another being. IU though started to like the feeling of damaging her opponent, her prey. She wasn’t so threatening though since she would usually hesitate but remembered she had to do it if she wanted to survive.
She was still smiling and kept her voice to herself most of the times in the games. IU mostly fought more against the monsters that occupied the landscape than the actual tributes that were scattered around the different environments. Still, IU put up a fight but she was still not really the girl who would fight. She ended up with more injuries than the ones on the enemy. She was starting to see the games as cruel, not a place where a child should be at. Because of that thought, IU decided to start being more brave and more cruel.
During Game 2
Background 
IU was the girl everyone ignored. They acted as she was a ghost that just lingered around that wasn't important enough to even wonder or think twice about. She was just a waste of air that everyone didn't need. Everyone declared IU a mute, someone who can’t speak, but that is far from the truth. Just because she won’t speak doesn’t mean she can’t. Just because she doesn’t talk doesn’t mean she’s shy. It’s just that she doesn’t have much to say.
She was the girl who grew up in District 3 living with her aunt who would always protect her. At least her aunt knew she was there. She knew of her existence. Her aunt didn’t ignore IU like everyone else and would always try to make her life the best she can with the money she can get. Her aunt always made sure she had time to spend with her quiet niece since she was the only person IU would always talk with. Her aunt became her mother when her actual mother had died giving birth to IU. Her dad had passed away when she was turning 10 years from a heart attack. After that happened her aunt became both her mom and father.
When she was called on stage to be in the Hunger Game, IU was a little surprise but didn't worry much about it. Everyone though seemed to look at her for the first time. IU's sharp ears heard some of her fellow District 3 occupants whisper to each other wondering who she was. Why her? Who knew she existed? With a smile on her face, IU didn’t mind. She was okay being the mute ghost kid. Besides now everyone will know who she was. Besides she didn't see this as a death wish or bad luck but as a new adventure.
IU wasn’t afraid.
