Inkscape will allow you to create vector art, it is a free software. Honestly,it may look a bit intimidating but there are tutorials for making stuff in them that you can use. It's a great progam.
PAINT.net is a simpler alternative for GIMP. For photoediting I know of Picmonkey.com
@chaengis Uhhh I'm not sure how to describe them, but I guess you can say that they're like files that can tweak the software/application or something like that?
I would highly suggest gimp. It's free, has similar functions to Photoshop, and works simply fine. You can even add some plugins to make it more Photoshop-like.
